Everything about the LOM law 2025-2026 for companies

For companies in France, the Mobility Orientation Law (LOM) marks a real turning point. Since 2025, new specific obligations have come into force, requiring changes in vehicle fleet management, the installation of charging stations and the introduction of mobility plans. To help you see more clearly, this guide sets out the main principles of the law, its objectives and the impacts to anticipate so you can prepare effectively for these changes.

🔔 2026 update: the LOM law obligations that applied in 2025 currently remain in force in 2026 for the companies concerned. This article has been updated to include the latest regulatory details.

Key points of the article:

  • The LOM law requires companies to include low-emission vehicles in their fleet and install charging stations in their car parks.
  • Companies with more than 50 employees must draw up an Employer Mobility Plan to encourage more sustainable travel.
  • Support such as the Advenir programme can fund up to 50% of installation costs for charging stations.
  • Solutions such as Chargemap Business simplify charging management and support companies in their transition to electric mobility.

The 3 main principles of the LOM law

Adopted in 2019, this law aims to encourage sustainable mobility options in France. In practice, it seeks to reduce the environmental impact of travel, modernise transport infrastructure and make sustainable mobility solutions easier to access. Its application may seem complex, so a reminder of the basics is always useful, especially given the changes it brings for companies.

The LOM law is based on three main pillars:

  1. Making mobility accessible to all: developing alternatives to the private car, particularly in rural and suburban areas.
  2. Promoting sustainable transport: encouraging the use of low-emission vehicles and reducing the carbon footprint of travel.
  3. Modernising transport systems: encouraging innovations such as connected mobility apps and intermodal infrastructure.

For companies, this law can raise questions: what does "sustainable transport" actually mean? What actions are needed to comply with these new requirements? In the rest of this article, we help you better understand and anticipate the impacts of the LOM law on companies from 2025.

LOM law 2025-2026: obligations and impacts for companies

The LOM law imposes obligations on companies that have had a direct impact on their organisation since 2025. Here are the main measures:

1. Renewing fleets with clean vehicles

Companies are encouraged to invest in a low-emission fleet, in particular through a quota of low-emission vehicles (VFE).

  • 20% from 2025, with a progressive target of 40% from 1 January 2027 and 70% by 2030.
  • These vehicles must be electric, plug-in hybrid or hydrogen-powered.

The law now applies to companies with > 250 employees or a turnover > €50 million, with a fleet of > 100 light vehicles (M1/N1) < 3.5 t.

2. Installing charging stations in car parks

Since 2025, the LOM law has required companies to equip their car parks with charging stations:

  • New buildings: pre-wiring is mandatory for car parks with more than 10 spaces.
  • Existing buildings: car parks with 20 spaces or more must include:
    • 1 charging station for the first 20 spaces.
    • 1 additional charging station for every additional 20 spaces.

These charging stations must be accessible to employees and, in some cases, to visitors. Financial support such as the Advenir programme can subsidise up to 50% of installation costs for infrastructure open to the public.
